Agenda: Discussing the viability of a standard Universal Education System

United Nations Educational, Scientific and Cultural Organisation [UNESCO],
Affirming that good governance and the rule of law will assist all States to promote and protect the right to education,
Bearing in mind the need for adequate financial resources so that everyone can realize their equal right to the same quality of education and the importance in this regard of international resource mobilization, as well as international cooperation,
1. Authorizes the establishment of a global research and development team as a branch
of UNESCO, including education experts, policymakers, and representatives from all
member states, to collaboratively design a framework for a standard UES;
(a). Decides the team will function until a UES is viable and agreed upon by all member states;
(b). Calls for the establishment of a mechanism for periodic review and adjustment of the UES framework, ensuring its relevance and responsiveness to evolving global challenges;
(c). Advocates for the creation of regional collaboration platforms to facilitate the sharing of regional insights, challenges, and success stories, will promote a customized yet globally informed approach to the universal education system;
2. Urges member states to actively participate in global resource initiatives, conferences, and workshops facilitated by UNESCO to exchange best practices and innovative approaches in education, including transparency;
(a). Encourages the allocation of resources towards comprehensive teacher training programs, focusing on digital literacy and cultural competency, to ensure educators are well-prepared for implementing the UES;
(b). Encourages the sharing of best practices in early childhood education, recognizing its pivotal role in laying the foundation for lifelong learning and holistic development;
3. Calls for the creation of an international fund to support countries with limited resources in implementing the UES;
(a) Demands member states to be transparent with any transaction made
using funds from the international fund or aid received from other member states for purposes related to education to ensure the economic functionality of a UES;
(b) Calls for the encouragement of voluntary donations from private institutes to aid in research, development, and possible implementation of the common UES;
(c). Calls for UNESCO to facilitate platforms for continuous dialogue, collaboration, and the exchange of resources to support member states in successfully impholders to ensure the active participation of diverse voices in shaping and implementing the UES; ,
4. Invites states to actively engage with civil society, non-governmental organizations, and other stake
5. Encourages the development of a standardized curriculum that integrates cross-disciplinary learning, critical thinking skills, and practical application, preparing students for the challenges of the 21st century;
(a) Recommends the integration of cultural diversity, multilingual education, and the preservation of cultural heritage within the UES framework, fostering a prosperous and inclusive learning environment;
6. Urges member states to promote the use of innovative technologies, such as online learning platforms, artificial intelligence, and virtual reality, to enhance educational accessibility and effectiveness;
7. Recommends including sustainable development and environmental education within the UES, fostering a sense of global citizenship and responsibility towards environmental stewardship.
